Tom's delinquent little brother who often steals things to get by, much to his sister's, big brother's, and mother's chagrin.
Joey is a sweet, carefree and fun-loving kid, full of youthful exuberance, curiosity and eager to learn about the cool stuff the adults have to offer. Though sometimes his enthusiasm to try new things or show-off his powers exceeds his ability to actually pull them off. He can be described as the jokester since he enjoys being the class clown. He also likes to gain the attention of others, which sometimes puts him into trouble. Joey will often carry out actions without thinking of the consequences.
However after realizing his mistakes he does his best to fix them. He will do everything to protect his friends and he is very caring of them.

- Solar-Battery Strength: Ability to absorb solar energy from either the sun or moon, effectively allowing him to become a living solar panel and uses this form of energy absorption in a variety of ways. When Joey activates his power he assumes an all-black radiating form and can convert the solar energy into superhuman strength, heated air current thrusts for limited flight, and generate a bright orange fiery corona around his body. The heat Power Boy generates is not effected by the environment he's in as seen when he jumped into a river in his super-powered form and was unaffected by the water.
